I'm guessing the latter... it's been done before, several times - leak something, gauge feelings toward the proposed move... and act accordingly. The site is up and running but has no staff. Maybe the CBS execs are running the site all by themselves, like Mr. Burns and Mr. Smithers did for a scene on the Simpsons. If the two of them can run a power plant, surely the CBS execs can run the startrek website, yeah right, that's a big site, the oldest one out there possibly and certainly very popular so nope they couldn't run it all by themselves.
