Besides apparently Morn could talk and talk and had a mcuh more hilarious manner than Quark who tried to tell the joke. Why they never used it after designing it like that is totally beyond me. But I think that Tetsuoshima is correct; Morn IS the joke. Everyone always carries on about how lively and funny he is and how he never shuts up, but the running gag is of course that he never talks on screen.
