I don't think that's ever happened to a mainstream show that I know of. Glad to see he'll be using the writer's strike as a means to clear the decks. I mean, you never saw Berman or Braga coming out to say "Gee wilikers, sorry this season of Voyager sucks more than a blackhole, kids!" I think it's probably ratings related, it's more a "things are picking up! Come back, please!" than anything. I know that many of us are patient people (the aforementioned will do that) but the viewing public are fickle and just as likely to go "Huh, nothing exploded - let's watch that new show, CSI DELAWARE!" etc. The story telling could have been faster but the fact remains that, it was never going to be easy to match the first season... he shouldn't apologise, he should stop the writers strike.
