It was put into effect here in the USA about 12 to 15 years ago or so. Back then, it was more heavily enforced then it is today. What it means, is that even for very minor offensess, like petty stealing/shoplifting, you can be put in jail for as long as LIFE, after the third offense. Also, part of the deal.... let's say you got busted for growing a few pot plants, or for having a few joints stashed in your car. The first offense, they can confiscate all your money, your car, and even your house and property. For the third offense... see above.... As for a patriotic song, to me, I've always loved "America the Beautiful." I could never understand why that song, was not our National Anthem.
